MIAMI (AP) ? Tropical Storm Debby whipped Florida with bands of drenching rain Monday while its center was nearly stationary in the Gulf of Mexico. Its slow progress meant the most pressing threat from the storm was flooding, not wind.
Tropical storm warnings were in effect for parts of Florida as the storm parked offshore. A tropical storm warning for the coast of Alabama was discontinued early Monday. Yet even with the storm's center far from land, it lashed Florida with heavy rains and spawned isolated tornadoes that killed at least one person. Another person was missing in rough surf off Alabama.
Residents in several counties near the crook of Florida's elbow were urged to leave low-lying neighborhoods because of the threat of flooding. High winds forced the closure of an interstate bridge that spans Tampa Bay and links St. Petersburg with areas to the southeast. In several locations, homes and businesses were damaged by high winds authorities believe were from tornadoes.
Authorities in the Tampa Bay area were asking residents and tourists to stay away from flooded streets. Some streets were still under water early Monday, while others were blocked with debris.
Debby's center was essentially stationary about 90 miles (145 kilometers) south-southwest of Apalachicola, Fla., early Monday. Debby's top sustained winds decreased to near 50 mph (85 kph). The forecast map indicated the storm could inch forward through the week, eventually coming ashore over the Panhandle. However, a storm's path is difficult to discern days in advance.
Underscoring the unpredictable nature of tropical storms, forecasters discontinued a tropical storm warning Sunday afternoon for Louisiana after forecast models indicated Debby wasn't likely to turn west. At one point, forecasters expected the storm to come ashore in that state.
"There are always going to be errors in making predictions. There is never going to be a perfect forecast," said Chris Landsea, a meteorologist at the National Hurricane Center.
A major concern will be flooding from heavy rainfall. The storm is moving slowly, allowing its clouds more time to unload rain. A public advisory said parts of northern Florida could get 10 to 15 inches of rain, with some areas getting as much as 25 inches.
The Highlands County Sheriff's Office said in a news release that several tornadoes moved through the area southeast of Tampa, damaging homes.
Sheriff's Office spokeswoman Nell Hays said a woman was found dead in a house in Venus that was destroyed in the storm. A child found in the same house was taken to the hospital. No further information was available on the child's condition or either person's age.
Authorities urged residents to leave low-lying neighborhoods in Franklin, Taylor and Wakulla counties because of flooding. Shelters were open in the area.
Wind tore the roof off a marina in St. Pete Beach, and a pier was heavily damaged, said Tom Iovino, a Pinellas County government spokesman. He said no injuries were reported.
In Orange Beach, Ala., a 32-year-old man disappeared Sunday in rough surf kicked up by the storm, said Coast Guard Lt. j.g. Torry James. Further information wasn't immediately available.
As of Sunday, 23 percent of oil and gas production in the region had been suspended, according to a government hurricane response team. Employees have been evacuated from 13 drilling rigs and 61 production platforms in the Gulf of Mexico.
The storm was not expected to result in higher oil and gas prices.
"It's largely a non-event for oil," said Tom Kloza, chief oil analyst at the Oil Price Information Service.

NEW YORK -- Wall Street navigated some potent obstacles last week -- Greece's elections and the Federal Reserve's slashing its U.S. economic growth forecasts -- but the drama is not over.
Investors say big gains will be hard to come by amid signs of slowing growth and economic headwinds from the euro zone.
The S&P 500 posted its second-biggest daily decline of the year last week. Trading is likely to be volatile in the final week of the quarter as headlines from Europe drive sentiment.
The market also is awaiting a U.S. Supreme Court ruling on the Obama administration's healthcare overhaul, and there are certain to be winners and losers in the healthcare sector, depending on how the justices decide.
European Union leaders will begin a two-day meeting on long-term plans for fiscal and banking union on Thursday.
Italian Prime Minister Mario Monti said the euro zone countries faced "escalating speculative attacks" unless a lasting solution to Europe's financial crisis is found at the summit.
Spain's bond yields have been steadily rising, and investors urged a faster pace by European leaders toward greater fiscal union and helping the peripheral economies.
"We're starting to run up against Spain and Italy having trouble financing -- Spain for sure," said John Mauldin, president of Millennium Wave Investments, an investment advisory firm in Dallas. "Europe is up against that moment when it has to do something."
David Joy, who helps oversee $571 billion as chief market strategist at Ameriprise Financial in Boston, said the overseas issues "are things over which we have no control ... makes this time particularly challenging."
For the week, the Dow lost 0.9 percent and the S&P 500 fell 0.6 percent. But the Nasdaq was up 0.7 percent.
Despite the S&P 500's weekly loss, signs of market resilience exist. The CBOE Volatility index, a measure of investor anxiety, has fallen for the past three weeks, dropping about 30 percent. The S&P 500 is up 1.5 percent so far this month.
The problems in Europe have been largely telegraphed, somewhat explaining the market's ability to bounce back, said Ted Weisberg, a trader with Seaport Securities who works on the floor of the New York Stock Exchange.
The market "has been somewhat discounting them," Weisberg said.
The Supreme Court is expected to rule on the Affordable Care Act, the healthcare overhaul passed by Congress in 2010 that has faced a number of court challenges.?
For health insurance companies and hospitals there are several different scenarios for the impact of the ruling. Some on Wall Street have devised complex strategies -- betting on one sector against another -- depending on how the ruling comes out.
Stocks of health insurers that specialize in Medicaid programs for the poor, like Centene Corp or Molina Healthcare Inc, could be hit if the law is struck down. Large insurers like Aetna Inc or WellPoint Inc could benefit.
Data has pointed to slowing growth in the United States, a view corroborated by the Fed. Corporate earnings have also pointed to strained conditions as more companies signal disappointing results than at any time over the past decade.
"The data suggests we're going into a global slowdown, and as investors position for the end of the quarter the volatility and weakness we saw this week could prove to be an appetizer for what's coming," said Carl Kaufman, who helps manage about $2 billion at the Osterweis Strategic Income fund in San Francisco.
This week will provide data on consumer sentiment, new home sales and other housing figures, which could shed light on whether the housing market is finally healing. Major companies scheduled to report financial results include Nike, Monsanto Co and General Mills Inc.?

?An American born woman with Iranian parents was barred from buying an Apple iPad in a US store after one of the Apple salespeople heard her speaking in Farsi, the Iranian language.
The salesperson cited the US ban on exports of high technology goods to Iran.
Although an American citizen, Sahar Sabet, 19 still speaks in Farsi (sometime preferred to be known as Persian) with her uncle and was discussing the purchase in the Apple store in Atlanta, Georgia when she was overheard by a salesperson, who asked what language she was speaking.
Upon being told it was the Iranian language, the salesman then said that he could not sell her the iPad due to the US embargo on Iran. The store manage backed the salesman's decision. Apple's head office suggested that she make the purchase online to avoid dealing with sales staff.
She called Atlanta's television news station WSB-TV to complain about her treatment, and has sparked a debate about whether a technology company can sell goods to a US citizen who just happens to have an Iranian relative.
Apple is not banned from selling items to American-Iranian citizens, but could be held liable if it is found to have sold prohibited items knowing that they were to be exported to a sanctioned country.
Apple itself says that it does not discriminate against customers, while activists have protested outside several branches against presumed racial profiling by staff.
In a statement, the Council on American-Islamic Relations (CAIR) said that it? agreed with those who noted that not selling embargoed merchandise to Farsi speakers would be like not selling the same items to Spanish speakers because they might be from Cuba or Korean speakers because they might be from North Korea.

MIAMI (AP) ? A year ago, with an easier path, the Miami Heat fell short of their championship goal.
This time, things seemed much tougher to the Heat ? which made the reward only that much sweeter.
The Heat are the NBA champions, after taking an unlikely, uneasy road to the top of the pro basketball world. They were down against Indiana in the second round, down and facing elimination against Boston in the Eastern Conference title series, down yet again against Oklahoma City in the NBA Finals. And strange as this would seem, when the Heat looked most vulnerable, it turned out they were at their best.
Down 2-1 to Indiana, the Heat won three straight. Down 3-2 to Boston, they won two straight. Down 1-0 to the Thunder, they swept the last four games.
"You come together," Heat coach Erik Spoelstra said. "You can either go the other way or come closer together, and you start to build some toughness. Last year's pain that we went through, even for the new guys, they inherited that pain. We told them that. And you go through those experiences together, and you're able to survive it, it's a great teacher and motivator, and I think that helped us in all the tough times this year."
Miami was rolling to the title a year ago, going 12-3 in the East playoffs and playing the role of favorite heading into the finals against the Dallas Mavericks. The Heat won Game 1, were cruising to a win late in Game 2, and then the wheels came off ? not only did Miami drop that second game, that started a stretch of four losses in five games to cost them the championship.
After that, this year was championship or bust.
They didn't bust.
"Last year it wasn't as hard and we lost the championship," Heat guard Dwyane Wade said. "But we knew it was going to be hard to become champions."
There came a point this season when the Heat just knew they were built to last. Wade was dogged by injuries at times in the regular season, and the team never had more than even a three-game slide. In the playoffs, Chris Bosh went down in Game 1 against Indiana. The Heat lost Games 2 and 3 without him and trailed in Game 4 before rallying to pull out that series. And against Boston, Miami was in serious trouble, facing a win-or-else Game 6 on the road.
LeBron James had 45 points and 15 rebounds that night. The Heat won the game, won the next one to close out the Celtics and then took four of five against the Thunder. James got his long-awaited ring with a Finals MVP performance, Wade and Udonis Haslem got their second championships, and every other player on the Heat roster got to enjoy celebrating with the Larry O'Brien Trophy for the first time.
"The Celtics series, man, that was the most challenging series that I've ever played in ? and I've played against the Detroit Pistons," Wade said. "It was the very thing we dealt with last year. We had to deal with being again under the microscope against the Boston Celtics, and they got us ready. Our backs were against the wall many times. But I knew, when we went into Boston and won Game 6, at that point right there I knew we could be world champions."
He was right.
James, Wade, Bosh and Mario Chalmers exited together with 3:01 left to play Thursday night, Miami by that point well on the way to a title-clinching 121-106 victory over the Thunder. It was much different from Wade's first title, the one in Dallas where he watched Jason Terry's 3-pointer to tie the game bounce off the rim and into his hands as the clock ran out.
Wade and James had a chat before Game 5, just silly talk about how they would envision the perfect finish. Wade said he wanted to be on the court for the clincher. James said he would rather be on the bench and celebrating by that point. James' vision was the way it turned out.
For the first time in a while, at least a few minutes seemed easy.
"It was the hardest thing I've ever done as a basketball player, since I picked up a basketball when I was 9 years old," James said, referring to Miami's postseason run. "It's the hardest thing I ever done. It's not easy at all. You just put a lot of hard work into it, and hopefully one day you hope that it pays off for you. You know, this was a testament to that. I gave it my all, and it paid off."
In the end, Wade didn't mind getting a three-minute head start on the offseason, either.
"We won and we're world champions," Wade said. "One thing about this team, we saved our best for last."
