Modified wheat trial vandalised

A man has been charged with criminal damage following a break-in at the Rothamsted Research centre where a trial of GM wheat is being held.

Rothamsted said that crops had been vandalised, causing "significant" damage.

The incident took place on Sunday morning at the centre's test site in Harpenden, Hertfordshire.

The project aims to see whether the modified crops can deter aphids - a major wheat pest.

Rothamsted has previously pleaded with anti-GM campaigners not to destroy their experimental plots, which they say could help reduce pesticide use.

But opponents of GM technology claim that planting the crops in the open air would allow modified pollen to get out into the surrounding environment.

After the break-in at the site, Rothamsted scientist Toby Bruce wrote on Twitter that wheat seeds appeared to have been strewn onto plots, and the tops of plants had been cut off.

However, the laboratory said the account was anecdotal and might not be accurate. In a statement, Rothamsted commented: "The intruder caused significant, random property damage, but failed to disrupt the experiment in this attack."

The lab's director Prof Maurice Moloney said the act was an attempt to "deny us all the opportunity to gather knowledge and evidence" on a possible new approach for reducing the use of pesticides.

A 50-year-old man from Devon is to appear at the Central Magistrates Court in St Albans on 13 July.

'Picnics and decontamination'

The crop being trialled at Rothamsted contains genes synthesised in the laboratory. It will produce a pheromone called E-beta-farnesene that is normally emitted by aphids when they are threatened by something.

When aphids smell it, they fly away.

Anti-GM group Take the Flour Back has vowed to "decontaminate" the site unless the research is halted.

The event was trailed on the organisation's website as "a nice day out in the country, with picnics, music... and a decontamination".

There is no suggestion the man who has been charged is linked to Take the Flour Back.

Eleanor Baylis, from the anti-GM group, said in a statement: "We have no information about this incident, but are relieved if the quantity of GM pollen released from the trial has been reduced.

"The British people are clear that they're not swallowing this technology."

The protesters have previously declined an invitation from Rothamsted to meet scientists behind the project and, following a heated debate on the BBC's Newsnight programme, a planned day of action on 27 May will go ahead.

But a spokeswoman for Take the Flour Back told BBC News the group would be interested in engaging in a public debate with wide participation. She said the decision not to take part in the debate proposed by Rothamsted was due to the specific conditions of the event.

Lowe's cuts profit outlook; shares fall

(Reuters) - Lowe's Cos Inc , the world's No. 2 home improvement chain, cut its fiscal-year earnings outlook and said demand slowed toward the end of the traditionally strong first quarter, sending its shares down nearly 10 percent.

Lowe's forecast came just days after larger rival Home Depot Inc missed Wall Street's quarterly sales estimates as demand weakened in April following a jump in home improvement projects earlier in the year because of a warm winter.

"While we capitalized on better-than-anticipated weather during most of the quarter, demand for seasonal products slowed toward the end," Lowe's Chief Executive Robert Niblock said on Monday.

Sales at Lowe's stores open at least a year rose 2.6 percent, including a 2.7 percent increase for the U.S. business, making it the 12th straight quarter when it trailed Home Depot Inc in same-store sales.

The 2.6 percent rise in same-store sales also fell short of many analysts' expectations. Barclays analyst Alan Rifkin was looking for a 4 percent increase.

The results from both chains also reflected the state of the housing market, analysts said.

"Are things stabilizing? Yes. Are things better collectively today than they were four, five, six years ago? Clearly. Things are not terrific in this space," Rifkin said.

Lowe's shares slid nearly 10 percent at $25.71, while Home Depot shares dipped 1.3 percent at $46.45 on Monday morning.

Spring is traditionally the biggest selling season of the year for home improvement chains. But this year, homeowners stepped out earlier than usual to take advantage of the unseasonably warm winter weather across the United States.

Lowe's, which maintained a "cautious view of the housing and macro demand environment," now sees earnings of $1.73 to $1.83 a share for the year ending February 1. It earlier forecast $1.75 to $1.85.

Goldman Sachs analyst Matthew Fassler called Lowe's outlook "disappointing," especially since the company exceeded profit estimates in the first quarter.

"My biggest concern about the sector is the underlying demand dynamics," Fassler said. He has a "buy" rating on Lowe's and a "neutral" rating on Home Depot.

Still, Rifkin said he preferred Home Depot over Lowe's, citing the larger rival's efforts to control costs.

STORE-LEVEL CHANGES

Lowe's sales rose 7.9 percent to $13.15 billion in the first quarter ended May 4, while analysts, on average, expected $12.99 billion, according to Thomson Reuters I/B/E/S.

Net earnings rose to $527 million, or 43 cents a share, from $461 million, or 34 cents a share, a year earlier. Excluding a charge for a previously announced cut in U.S. headquarters staff, the retailer earned 44 cents per share, compared with Wall Street's estimate of 42 cents.

Lowe's, which runs 1,747 stores in the U.S., Canada and Mexico, continues to expect total sales to rise 1 percent to 2 percent for the fiscal year, with an increase of 1 percent to 3 percent in sales at stores open at least a year.

Fassler said he was excited about the changes that Lowe's is making in its stores. Late last year, it decided to move away from promotions to everyday low prices. It also started offering products targeted to specific areas and improved its website, signage and technology.

Blind Chinese activist leaves Beijing for U.S.

BEIJING (Reuters) - China allowed a blind legal activist, Chen Guangcheng, to leave a hospital in Beijing on Saturday and board a plane bound for the United States, a move that could signal the end of a diplomatic standoff between the two countries.

Chen's escape from house arrest in northeastern China last month and subsequent stay in the U.S. embassy caused huge embarrassment for China and led to a diplomatic rift while U.S. Secretary of State Hillary Clinton was visiting Beijing for talks to improve ties between the world's two biggest economies.

The U.S. State Department said he was en route to the United States, along with his wife and two children. He boarded a United Airlines flight bound for Newark.

China's Foreign Ministry limited its commentary to an acknowledgement that Chen had left the country.

"Chen Guangcheng is a Chinese citizen. China's relevant departments have handled the procedures for exiting the country in accordance with the law," the ministry said in a faxed statement to Reuters.

New York University said in a statement on Saturday that Chen would study as a fellow at its School of Law.

"I am very happy to receive the news that Chen Guangcheng is on his way to the U.S. I look forward ... to working with him on his course of study," said Jerome Cohen, co-director of the U.S.-Asia Law Institute at New York University School of Law.

State news agency Xinhua said earlier that Chen had applied to study in the United States under legal procedures. The Foreign Ministry said this month that Chen could apply to study abroad, a move seen as a way of easing Sino-U.S. tensions on human rights.

Chen's friend, Jiang Tianyong, cited the activist, one of China's most prominent dissidents, as saying that he and his family obtained their passports at the airport hours before he was due to board a flight.

"I'm obviously very happy," Jiang said. "When he boards the plane, he can finally say: 'I'm free'. At the same time, I feel a sense of regret because such a large country like China can't even tolerate a citizen like him to exist here."

A statement by State Department spokeswoman Victoria Nuland struck a conciliatory note, saying Washington was "looking forward" to Chen's arrival.

"We also express our appreciation for the manner in which we were able to resolve this matter and to support Mr. Chen's desire to study in the U.S. and pursue his goals," it said.

U.S. President Barack Obama's administration had feared a standoff over Chen's fate could sour already strained ties with China and generate criticism of Obama's policies. Beijing has accused Washington of meddling in its affairs in the case.

Chen's abrupt departure for the airport came nearly three weeks after he arrived at the Chaoyang Hospital from the U.S. embassy, where he had taken refuge after an escape from 19 months under house arrest in his home village.

Chen, 40, who taught himself law, was a leading advocate of the rights defense movement. He gained prominence by campaigning for farmers and disabled citizens and exposing forced abortions.

He was jailed for a little more than four years from 2006 on what he and his supporters say were trumped-up charges designed to end his rights advocacy.

He had accused Shandong officials in 2005 of forcing women to have late-term abortions and sterilizations to comply with strict family-planning policies. Authorities moved against him with charges of whipping up a crowd that disrupted traffic and damaged property.

Formally released in 2010, he remained under house arrest in his home village, which officials turned into a fortress of walls, security cameras and guards in plainclothes guards.

POLICE AT THE AIRPORT

United Airlines flight UA 88 departed around 5.50 p.m. (0950 GMT), with police officers and plainclothes officers following passengers down the mobile corridor leading to the plane's door.

The cabin crew waited for passengers to take their seats before closing the curtain to the front section, where the business class seats were located, a Reuters witness said.

Chen had earlier told Reuters he was at the airport along with his wife, two children and hospital staff and he believed he would be put on a flight to the United States.

Two police cars were stationed below the walkway to the plane, and about 10 security officials in plainclothes circulated around the airport.

Passengers at the gate to Chen's flight appeared not to know that he would be on the same flight.

"If our country is a body, his plight is like a sickness that in the future will help the body to protect and strengthen itself," said Xi Jingwen, who was awaiting to board a flight to the United States, when asked about Chen Guangcheng.

Chen's confinement, his escape and the furor that ensued have made him part of China's dissident folklore: a blind prisoner outfoxing Communist Party controls in an echo of the man who stood down an army tank near Tiananmen Square in 1989.

The Chen case comes at a tricky time for China, which is engaged in a leadership change. The carefully choreographed transition has already been knocked out of step by the downfall of ambitious senior Communist Party official Bo Xilai in a scandal linked to the apparent murder of a British businessman.

On a number of occasions in recent years, authorities have relented to diplomatic pressure and allowed high-profile dissidents to leave China, knowing that its most vocal critics are effectively neutralized once they leave and are without support of friends.

At times, Beijing has appeared to use these deals as bargaining chips in broader diplomatic negotiations or to blunt criticism of its human rights record.

Chen's supporters, however, welcomed his departure, saying he had indicated that he would like to return to China.

"I even told him ... that he has to do a repeat of him scaling walls. If not, we wouldn't be able to believe it," Nanjing-based activist He Peirong said of her earlier conversation with Chen. She was one of six activists who drove Chen from Shandong to Beijing after his escape.

Phelim Kine, senior Asia researcher at New York-based Human Rights Watch, said "getting Chen Guangcheng and his family on a plane is the easiest part of this saga.

"The harder, longer term part is ensuring his right under international law to return to China when he sees fit," Kine said in an emailed statement.

Kine urged Western countries to ensure that Chen's relatives, friends and supporters secured due protection.

The U.S. embassy had earlier thought it had stuck a deal to allow Chen to stay in China without retribution, but that fell apart as Chen grew worried about his family's safety. He changed his mind about staying and asked to travel to the United States.

Human rights are a big factor in relations between China and the United States, even though Washington needs China's help on issues such as Iran, North Korea, Sudan and the global economy.

The village of Dongshigu, where Chen's mother and other relatives remain, is still under lockdown.

Chen's nephew, Chen Kegui, was denied his family's choice of lawyers on Friday to defend a charge of "intentional homicide", the latest in a series of moves to deny him legal representation, and underscores the hardline stance taken against the blind dissident's family.

Blind Chinese activist Chen Guangcheng and his family are due to leave Beijing on?Saturday for the United States, NBC News has learned.

Chen, a 40-year-old legal activist, escaped from house arrest in northeastern China last month and fled 300 miles to Beijing, where he took refuge in the U.S. Embassy.


He had been restricted to his home in the village of Linyi, Shandong province, since September 2010 ? when he was released from prison ? after campaigning against forced abortions.

After staying in the embassy for several days, he said he had received assurances from the Chinese authorities and left to get treatment?at a hospital?in Beijing for injuries he sustained during his escape.

Vice President Joe Biden talks with NBC's David Gregory about human rights activist Chen Guangcheng and its greater implications for the U.S.-China relationship.

The Chinese government then said he would be able to apply to study abroad and he was offered a university fellowship in the United States.

The departure of Chen, his wife and two children would mark the removal of a sticking point in already difficult U.S.-China relations that have been marred by China's handling of human rights.

'Still unclear'
The U.S. embassy was not immediately available for comment, Reuters said.

"I'm at the airport now. I've already left the hospital. But there are many things that are still unclear,"?Chen told Reuters by telephone.

Chen added that his wife and two children were at the airport with him, accompanied by hospital staff.?

However, despite this, he expressed some uncertainty.

"Yes, I might be heading for a flight to the United States, but I haven't been told, and I haven't received our passports, so I'm not sure yet," Chen told Reuters. "We're waiting to find out what's happening."?

Building More Collaborative Relationships between Clinical Nurses ...

In my discussions and research with nurse managers, I have found that one of their most significant challenges in today?s environment is building close collaborative, working relationships with the nurses that they lead.? Nurse managers today supervise an average of 65 nursing FTE, but spans of control up to 100 are not unusual.? With 12 hour tours,?some of these staff interact infrequently with their manager.? Communication with staff?and the development of personal relationships takes very intentional work on the part of the manager.

The American Organization of Nurse Executives (AONE) and the American Nurses Association (ANA) recently issued some guiding principles to assist nurse managers in building more collaborative relationships with clinical nurses.? ?To develop the guidelines, the organizations selected three nurse managers and three clinical nurses to ensure a balanced perspective from each side. The group worked together to determine the principles and guidelines?to effective working relationships.? The Principles are divided into three main themes?effective communication, authentic relationships, and learning environment and culture.? The recommendations for clinical staff and nurse managers to build more collaborative relationships include the following:

1.? Maintain Effective Communication?through active listening to fully understand what is being said.? Remember that context is important in communication as is tone, emotions and the accuracy of the information that is being discussed.? Both managers and staff should be more intentional in their communication, and understand the purpose and expectations of messages that are conveyed.? To be effective, communication must be open, accurate and the right people need to be involved in the discussion.

2.? Build Authentic Relationships through the type of caring for each other that nurses are so easily able to cultivate when caring for patients.? Being authentic means that you are true to yourself, and present your true self in interactions with others.? It means being honest but respecting the personalities, needs and wants of others.? It also means believing the best of others, and assuming good intent from their words and actions.? In authentic relationships, both staff and leaders are empowered to do their best work.

3. Establish Learning Environments and Cultures through the recognition that a learning environment supports great nursing care while giving nurses the satisfaction of knowing that their work is valuable and meaningful.? A learning environment allows nurses and leaders to thrive because they are not afraid to fail.? In order to establish this type of environment, innovative and creative thinking must be valued.? Successes should be celebrated and mistakes should be recognized as an opportunity to learn and grow.? Asking ?what if? should be the cultural norm versus ?no way? in response to suggestions for change.

You may view the above recommendations and wonder why it took a panel to develop principles that seem to be such obvious building blocks of a healthy work environment.? If strong collaborative relationships existed in all our work environments between nurse managers and their clinical staff, there might not have been the need to develop these guiding principles.? But the sad reality today is that many of our nursing environments are not healthy, and change is needed.?? This change is a joint responsibility between managers and their clinical staff.? What is also true is that changes in attitude, behavior and work environment can be simple, sustained and virtually costless when there is a commitment to have more collaborative relationships.
